On 6 November 2012, Quality and Qualifications Ireland (QQI) was established as a new integrated agency (replacing the Further Education and Training Awards Council, the Higher Education and Training Awards Council and the National Qualifications Authority of Ireland and incorporating the functions of the Irish Universities Quality Board). QQI is responsible for the external quality assurance of further and higher education and training (including English language provision) and validates programmes and makes awards for certain providers in these sectors. QQI is also responsible for the maintenance, development and review of the National Framework of Qualifications (NFQ). Since its establishment, QQI has been progressing the development of its qualifications and quality assurance services. In May 2013, QQI rolled out a Comprehensive Policy Development Programme through a number of large public events and an extensive consultation process. QQI house both Hetac and Fetac programmes.
HETAC was established on 11th June 2001 under the Qualifications (Education and Training) Act 1999. It is the successor to the National Council for Educational Awards (NCEA) and is the qualifications awarding body for third-level education and training institutions outside the university sector. HETACS main functions include:
- Setting standards, accrediting programmes and awarding qualifications at all levels of higher education and training
- Providing assurance that programmes of higher education and training are above an acceptable threshold level of quality and that objective quality assurance processes are in place to meet the expectations of Irish Society and the International Community
- Delivering a quality improvement service to registered educational providers so as to contribute to raising standards to increasingly higher levels
In carrying out its functions HETAC assures that providers establish procedures for the assessment of learners which are fair, consistent and fit-for-purpose and that they implement the National Framework of Qualifications and associated procedures. HETAC is a full member of the European Association for Quality Assurance in Higher Education (ENQA).
FETAC - Further Education and Training Awards Council
As the national awarding body for further education and training in Ireland, the Further Education and Training Awards Council (FETAC) gives people the opportunity to gain recognition for learning in education or training centres, in the work place and in the community. Courses leading to FETAC awards are offered nationwide by a wide range of providers in diverse settings, including BIM, Fáilte Ireland (CERT), FÁS and Teagasc centres, VEC's, adult and community education and training centres, Institutes of Technology and in the workplace.
